The military and strategic expert, Dr. Abdul Rahman Makkawi said that the 15th session of the Association Council between the Kingdom of Morocco and the European Union agreed to adopt a new European position on the Moroccan Sahara, which considers that “true autonomy may represent one of the most viable solutions” for the final settlement of the regional conflict.
He revealed in a press statement that this position, adopted by the 27 member states of the European Union, was included in a joint statement signed by the Minister of Foreign Affairs, African Cooperation and Moroccans Residing Abroad, Nasser Bourita, and the High Representative for Foreign Affairs and Security Policy of the European Union, Kaya Kallas, at the conclusion of this 15th session of the Association Council between the European Union and Morocco.
The joint statement stated that the European Union, with its 27 members, adopts the call extended by the United Nations Security Council to all parties “to participate in the talks without preconditions and on the basis of the autonomy plan proposed by Morocco, in order to reach a final political solution.”
The European Union expressed its “welcome” to Morocco’s desire to clarify how to establish autonomy within the framework of Moroccan sovereignty.
On the other hand, the European Union praised “the adoption by the United Nations Security Council of Resolution 2797 (2025), which fully supports the efforts made by the Secretary-General of the United Nations and his Personal Envoy to facilitate and lead negotiations on the basis of the autonomy plan presented by Morocco.”
While many EU member states have already expressed clear and explicit support for the Moroccan Sahara and for the autonomy initiative proposed by Morocco, this new EU position represents a fundamental development.
This development comes within the framework of the international dynamic launched by Moroccan King Mohammed VI for the benefit of the Moroccan Sahara and in support of the autonomy initiative, which culminated in the Security Council’s adoption of Resolution 2797 on October 31, 2025.
This new European position reflects the consensus of the 27 member states of the European Union in favor of a final settlement of this regional dispute on the basis of autonomy under Moroccan sovereignty, which would, without a doubt, give a new impetus to future bilateral relations and entitlements, especially on the horizon of establishing a new partnership between the two parties. +6
